Job Description + Responsibilities

Essential Job Functions:

In addition to providing high-level supervision services to clients, the Lead Clinical Manager identifies, develops and manages the operations of the clinical programs and assigned area in order to meet the needs of the community and support the goals and mission of the organization. Responsibilities include clinical oversight of individualized ABA (Applied Behavior Analysis) programs and clinical treatment teams, and evaluation of programs that are individualized according to client need and skill level that meets or exceeds the requirements of regulatory and/or certification agencies and maintains a caseload of clients. The Lead Clinical Manager is responsible for staff oversight and management for the regional office, and provides supervision, guidance and support to clinical staff. They will report to the regional Senior Clinical Manager.

Specific Accountabilities

Clinical Caseload:

Supervises individualized ABA programs for children diagnosed with autism spectrum disorders in natural settings- primarily in-home, but additionally out in the community, and within other peer-group social contexts, and other duties necessary to maintain a caseload.

Conducts and completes intake and ABA assessments.

Supervises individualized ABA programs for children diagnosed with autism spectrum disorders, ages 14 months and older, in natural settings- primarily in-home, but additionally out in the community, in the schools, and within other peer-group social contexts.

Provides clinical supervision and work direction to treatment teams to include skills enhancement, clinical consultation, and professional development.

Will be required to meet 40% productivity and ensure the office’s productivity requirements are met.

Conducts initial assessment of clients diagnosed with an Autism Spectrum Disorder and produces assessment report to include a recommendation for treatment and supervision hours.

Assures clients receive interventions to meet the full extent of the services authorized; adjusts staffing of treatment team as appropriate to meet the needs of the client.

Coaches clinical teams on the procedural implementation of treatment plans via team meetings, and live/in supervision.

Reviews data and reports submitted by direct care team, and recommends changes to the program, procedures, and data collection methods to assure programs reflect each child's development and progress towards identified goals.

Observes and assesses client skills and progress to inform recommendations for ongoing intervention and behavioral programming.

Creates and leads implementation of Behavior Support Plans as appropriate.

Collaborates with additional service providers on the client's support team to ensure comprehensive service delivery.

Addresses program delivery with families; including parent/caregiver coaching, challenges with implementation of program, parent /caregiver participation, and work environment as necessary.

Reviews progress reports and treatments plans, ensuring that they meet the requirements of regulatory agencies and funding sources and are clinically accurate and appropriate.

Attends progress and treatment plan review meetings with families.

Oversight and Leadership:

Provides clinical supervision to meet clinical staff certification/licensing requirements.

Facilitates communication among Clinical Mangers by ensuring formal and informal methods are routinely employed including documentation of regularly-scheduled staff meetings, written communications, electronic communications and other outlets as identified.

Provides coaching and consultation to treatment teams to ensure appropriate, professional, and collaborative relationships are established and maintained with client families; Intervenes as necessary to support and/or repair relationships with client families, attends to formal grievances related to clinical programs.

Consults with Clinical Manager(s) on cases that require a higher level of clinical supervision (e.g. Functional Analysis, severe and challenging behavior, etc.)

Oversees systems to monitor/review clinical programs to ensure optimal utilization of services and resources and to document that provision of direct care and clinical supervision is consistent with the service guidelines for all cases.

Regularly presents findings of clinical efficacy of programs to supervisor with recommendations for improvement through resource allocation, training opportunities, and company policy/procedures.

Collaborates with other regions to identify program needs and maximize program potential through coordinated service delivery

Oversees and manages licensed/certified staff in completing new client intake appointments, and assessments

Provides training to new staff in conjunction with the Training Department and facilitates transition of new staff from training to independence in providing treatment to clients.

Collaborates with clinical supervisory staff in other ESBA regional clinics/offices to promote organization and clinical consistency that aligns with evidence-based practices in ABA and ESBA core values.

Implements company policies and procedures in accordance with employee handbook and has directed by the Senior Clinical Manager

Consults with Senior Clinical Manager and People & Performance Department on escalated client and employee relations concerns.

Review clinical documents, including for bi-annual client progress reports, behavior support plans, and initial assessments for clinical integrity.

Uses the 6 Boxes Performance Thinking framework to provide clinical supervision, management oversight, professional development, and work direction to Clinical Managers.

Review employee goals and performance on a regular basis while giving feedback and training for development. May have to correct deficiencies with staff and ensure adherence to established company policies and procedures.

Must attend staff meetings, training, and other meetings as requested.

Responsible to complete additional job duties as assigned by Senior Clinical Manager.

Administrative/Operational:

Evaluates performance at the individual and regional level against monthly productivity targets; and ensures that managers/supervisors remain accountable for the productivity of their direct reports.

In collaboration with Senior Clinical Manager, manages staff to meet productivity requirements set forth in annual budget and to providing efficient and effective service in all areas of performance.

Maintain accurate documentation of billable tasks that meets the requirements of regulatory agencies and funding sources, and is HIPAA compliant.

Track direct and indirect client sessions to ensure that services are provided to the full extent of the authorization for each client.

Participate in recruitment, interviewing, selection, and onboarding of clinical staff which may include Saturdays or weeknight events.

Coordinate documentation to ensure reauthorization and continuation of services when necessary.

Supports Clinical Managers and Program Supervisors in the recruitment, hiring, and coaching of direct care staff (BI’s).

Ensures that clinical operations for the assigned area follow company protocols.

Over-sees and evaluates programs that are mission-based and fiscally responsible.

Implements company-wide initiatives and changes at the directive of supervisor.

Implements and oversees processes/procedures/policies that maintain program compliance with HIPAA as well as federal, state, and funder regulatory requirements.

Participate in special projects, and assist with additional duties or tasks, as assigned.

Attends staff meetings, in-services, training and other meetings as requested by management.

Other Requirements

Qualifications (Skills & Abilities):

Knowledgeable of evidence-based methodologies found to benefit children diagnosed with ASD.

Strong clinical background and knowledge in best practices in ABA

Familiar with common modalities in ABA treatment delivery, including but not limited to; Early Start Denver Model (ESDM), Treatment and Education of Autistic and related Communication-Handicapped Children (TEACCH), Picture Exchange Communication System (PECS), Pivotal Response Training (PRT), Applied Verbal Behavior (AVB), and Relational Frame Theory (RFT).

Sensitive to working with an ethnically, linguistically, culturally, and economically diverse population.

Able to communicate effectively verbally and in writing; American Sign Language or bilingual ability a plus.

Able to consistently demonstrate good judgment and decision-making skills.

Able to exercise confidentiality and discretion pertaining to the work environment.

Able to appropriately interpret and implement policies, procedures, and regulations.

Knowledgeable and skilled in computer/word processing software and excel.

Knowledgeable and skilled in using EMR systems.

Able to travel to multiple work sites and client homes. Reliable transportation needed. Must have valid California Driver’s License/insurance and maintain a clean driving record.

Ability to obtain and maintain criminal record clearance through the Department of Justice. The People & Performance department must analyze DOJ/FBI live scan reports in accordance with applicable local, state and federal laws as well as fitness for position.

Must pass health screenings, obtain vaccinations and clear TB testing based on company policies.

Must obtain CPR certificate.

Physical Requirements:

Ability to stand or sit for extended periods of time, up to 6-8 hours a day.

Intermittent walking, standing, bending, stooping, kneeling.

Must be able to lift up to and including 25-50 lbs. if assisting with clients.

Frequent speaking and listening (50%) to clients, staff, and other professionals in meetings and on the phone.

Occasional sitting and maintaining close visual attention to write reports and work at the computer.

Ability to physically implement behavior management strategies including responding to physically aggressive behavior.

Work may be demanding and require quick problem analysis and decision making.

Ability to utilize computer, fax machine, telephone and copy machine.

Frequent proofreading and checking documents for accuracy.

Must be able to communicate effectively within the workplace, read and write using the primary language within the workplace.
