SB 479 - Important Update

We are writing with an update on the status of SB 479 - the behavior analyst licensure bill. The bill has had a successful legislative season passing through the Senate and Assembly Business and Professions Committees, the Senate Appropriations Committee and the Senate floor with unanimous votes in favor of the bill. The bill is currently in the Assembly Appropriations Committee waiting to move to the Assembly floor.

In recent weeks concerns regarding amendments that would impact our service delivery model have been identified. We have worked closely with all involved in order to attempt to resolve these issues in time to move the bill by the end of this legislative session. Unfortunately, we have been unsuccessful in coming to a consensus.

As a result, we have decided to hold our bill over until the next legislative session begins in January 2016. While this was not anticipated, nor is it unusual during the legislative process, we feel it is imperative to take this step in order to ensure that we have a solid piece of legislation moving forward. Most importantly this will afford us time to work with all of the primary stakeholders to come to agreement on issues that remain unresolved.

So what can you do to participate in this process?

Our goal here is simple - we want licensure for all Behavior Analysts. Why? Because our clients deserve to have access to effective services provided by licensed professionals. We also want to have ABA clearly identified as a distinct profession by the state of California. Our goal is achievable if we can continue to work together.
