Governor Newsom Does Not Sign SB163, Encourages Licensure

Following our Public Policy Call to Action, Governor Newsom returned SB 163 unsigned, and in so doing, recommends the legislature develop a plan for licensure. Please see Governor Newsom's full response below.

We would like to thank all of our members who took the time to submit letters to Governor Newsom in response to our Call to Action requesting a veto on SB 163. This bill would have reduced provider qualifications for behavioral health practitioners and revised the definition of behavioral health treatment to include relationship-based and developmental models of treatment that have been shown to have little evidence of effectiveness.

CalABA is committed to ensuring we preserve the integrity of our Autism Insurance Mandate, and we are very happy to receive confirmation that Governor Newsom shares our values. We look forward to working with the legislature to ensure consumer protection via a path to licensure.
